The Consumer-Directed Personal Assistance Program (CDPAP) allows Medicaid recipients who are eligible for home care, to choose who they want to be their personal aide. With the latest provisions effective April of 2016, this program now accepts parents of disabled adult children. Because this is a consumer-directed program, the Medicaid recipient must have sound decision-making skills in order to supervise their own care.

Under this program in the state of New York, the personal assistant is eligible to receive Medicaid reimbursement for their work. You may be wondering at this point, how much is a CDPAP payment? It’s important to keep in mind that initially a visiting nurse will conduct a home visit, and determine how many hours of care the patient needs. Should a disagreement arise concerning the amount of hours, the patient and family can request a Fair Hearing by New York State’s Office of Temporary Assistance (OTDA) to appeal the decision. At the hearing, OTDA can set new hours.

New York State CDPAP Payment

Regulations state that CDPAP payment in New York state is not exactly high. Because this is a Medicaid program, the hired attendant can expect to earn just a little more than minimum wage. Because the pay is not significant, someone who decides to become a caretaker under CDPAP should do so out of love and compassion. If you were disabled and needed someone to care for you, wouldn’t you rather have a close family member assist you? Of course you would want someone with whom you are familiar with and trust – which is exactly why this program was enacted.

Forget about the CDPAP payment, as that’s not the main objective for this Medicaid program – it’s about providing patients access to the best possible care, which is often from the hands and heart of a loved one.
